Ed21 Consulting Services begins by clearly defining the client’s needs as we design the individualized, common-sense approaches to meet your situation. We will work with your staff to complete an authentic review of the identified elements in your program review. Our work is data-driven and results-oriented. We bring a wealth of knowledge and experience in working with administrators, support personnel, teachers, parents, and students in a variety of venues.

ED21 Consulting Services co-founders Kathy Clayton and David Carrales bring big picture experience to address individual needs. Our work is always custom designed to ensure each client finds our consulting services tailored to fit their needs. While our skills are varied and complementary, we bring in additional consultants to ensure we have the experience and expertise to address all aspects of client’s needs.

About Us.... 

Kathy Clayton

Ms. Clayton is a lifelong educator with a distinguished career spanning a decade in multiple Texas school districts and twenty years at the Texas Education Agency (TEA), the last five years as State Director of Special Education.  Her experience provides a universal perspective to school improvement teams as they work to align the interlocking interventions within their improvement plans.  During her years in education she has worked with parent groups and staff at the district, state, and national level.  Her areas of expertise include organizational design and effectiveness, program evaluation, group facilitation, alternate dispute resolution processes, staff development, design thinking, problem solving, coaching and mentoring, and staff assessment systems. Ms. Clayton holds a Master of Education degree from West Texas State University and is a trained mediator.  Additional information on her background and qualifications may be found on her resume

David Carrales

Mr. Carrales spent more than seventeen years with the Texas Education Agency, with specific statewide responsibilities in data collection and analysis for the State Performance Plan/Annual Performance Report as the IDEA-B Data Manager. Mr. Carrales managed the Texas Continuous Improvement Process, including the facilitation of statewide public meetings and improvement group meetings; served as the Texas liaison to the US Department of Education Office of Special Education Programs (OSEP); and facilitated the production of special education resources and publications.  Mr. Carrales has a broad perspective of special education and knows how to design systems to improve results for students and their families.  His areas of expertise include data collection, reporting, and analysis processes; results-based improvement planning processes; small and large group meeting facilitation; online data collection systems and surveys; and delivery of presentations to a variety of audiences. Mr. Carrales holds a Bachelor of Arts degree from the University of Texas at Austin and is a trained mediator. Additional information on his background and qualifications may be found on his resume.
